CREDENTIALS/ROSTER PROCEDURES
Each competitive team must have: official team roster, current player and coach passes 2023-2024. No virtual player passes will be accepted. In addition, a signed medical release for each player which will be checked and approved before the first match. Pass cards must be signed by the state or club registrar. A team which has not presented a roster and player passes to a tournament official prior to its first match shall forfeit its first match. Each recreational team must have: official team roster and medical waiver signed by parent or guardian. (Player cards are not required for rec teams). NO REFUNDS.
TOURNAMENT RULES
The matches will be played under FIFA and USYSA adjustments for youth competitions as modified and described herein:
Decisions by field official / referees are final NO PROTESTS WILL BE ACCEPTED.
FORMAT OF PLAY, MATCH LENGTH
All matches (preliminary and Final) will be as follows:
U9 to U10, 7v7, two 25-minute halves with five minutes between halves.
U11 to U12, 9v9, two 30-minutes halves with five minutes between halves.
U13 to U19, 11v11, two 35-minute halves with five minutes between halves.
There will be no overtime, no stoppage time, and no added time in any preliminary or Final match. There will be five minutes between halves for all matches.
HEADING
Heading the ball is prohibited in U12 matches and younger.
BRACKET ALLOCATIONS
The number of entrants determines bracket allocations. Match assignments may be rearranged by the Tournament Director to prevent repeating opponents or to provide teams competition out of their locale.
Depending on the number of teams applying to play, it may be necessary to combine age groups to make proper brackets. The tournament director will make final decisions concerning bracketing of age groups and any adjustments necessary to create fair play throughout the tournament.
ROSTER SIZE
The roster of each 11v11 team shall have a maximum of 22 players with only 18 players participating per match and a team playing an ineligible player shall forfeit the tournament. No player may play for more than one team in the tournament. The roster of each 7v7 team shall have a maximum of 14 players. The roster of each 9v9 team shall have a maximum of 16 players.
GUEST PLAYERS
Five (5) guest players are allowed per team. Guest players must have a player card, be on a current approved roster, and have a waiver signed.
SUBSTITUTIONS
Unlimited as follows:
-on goals
-on goal kicks
-on throw-in on your possession
-on throw-ins on opposing possession if the team in possession is subbing
-at the referee’s discretion i.e. in the event of injury
-at halftime
-on yellow card (voluntary by coach)
DIVISION/PRELIMINARY MATCHES
Standings will be determined on the basis of standings points, as follows:
4-team division: Each team will play each of the other teams once. The 2 teams with the most points will play in the Finals Match.
5-team division: There will be no Finals Match. Division play will determine the first and second place for the tournament. Each team will play four matches. The team with the most points will be the Champion and the team with the second most points will be awarded the second place medal.
6-team division: There will be 2 pools of 3 teams each. Each team in a three team bracket will play the two teams in their bracket, with one crossover match with the other 3 team bracket (A1 plays B3, A2 plays B2 and A3 plays B1). The top team in each bracket will advance to the final.
8-team division: Each team will play 3 preliminary matches within 2 brackets. Each bracket will consist of 4 teams. The team within each bracket with the most points after three matches will advance to the Final Match.
POINT SYSTEM
1. THREE (3) points shall be awarded for a win.
2. ONE (1) point shall be awarded for a draw (tie).
3. ZERO (0) points shall be awarded for a loss.
4. A team winning by a FORFEIT will be awarded THREE (3) points.
5. Goal differential up to a maximum of FOUR (4) points per game. Calculated as goals for minus goals against.
TIED MATCH AT THE END OF REGULATION
Division/preliminary play: If teams are tied at the end of regulation, the match will be recorded as a tie. There will be no overtime, no stoppage time, and no added time in any preliminary match.
FINAL matches tied at the end of regulation time will be decided following the FIFA, Kicks from the Penalty Spot Procedure as outlined in the Laws of the Game; using only the players remaining on the field at the end of match.
TIE-BREAKERS
In the event of a tie in points at the end of division / preliminary play; the winner of advancement to Finals will be determined as follows:
1. Head to head competition
2. Most wins
3. Fewest goals against
4. Goal differential
5. Fewest discipline points (1point for yellow card, 2 points for red card)
6. FIFA, Kicks from the Penalty Spot Procedure as outlined in the Laws of the Game; using only the players remaining on the field at the end of match.
In the event that more than two teams are tied, the above tiebreakers will be applied until such time as one or more teams “fall out” of the tie. At that point, the remaining “tied teams” will return to the first tiebreaker and have the process re-applied. This process will occur until all ties have been broken.
NO OVERTIMES
No extra time will be added to matches ending in a tie.
FORFEITURE
If a team does not show by the scheduled time with the minimum number of players, the match is a forfeit. A match that is a forfeit will be scored 2-0 and the winning team will receive points for a win in regulation time.
PLAYER EJECTIONS
Should a player be ejected from a match, he/she will not be allowed to play the next scheduled match. The player pass will be confiscated by the referee and turned into the field marshal. The coach or representative of that team may pick up the player pass after the one match suspension has been served. Any team (player, coach or parent) that is guilty of assault on a Referee will be removed from further tournament play. Two (2) ejections in the tournament will result in a suspension for the remainder of the tournament.
MINIMUM NUMBER OF PLAYERS
The minimum number of players to start a match is as follows:
11v11 7 players
9v9 6 players
7v7 5 players
A team with fewer than the required number of players during a match will forfeit and the score will be registered as per the “FORFEITURE” section of these rules. Teams are required to start play if 7 players are present.

MATCH BALL
The home team will present 3 balls to the referee before the match.
BALL SIZE
Size 4 balls will be used for U9-U12 matches.
Size 5 ball will be used for U13-U19 matches.
RULES OF CONDUCT
Coaches have the responsibility for the conduct of players, bench and spectators at all times. If in the opinion of the officials, a match must be terminated for the misconduct of players, bench, or spectators, the offending team can be suspended from further play, forfeit that match and all remaining matches. All previously earned points will remain as played.
UNSAFE EQUIPMENT
Matters of safety are left up to the discretion of the referee. Equipment which may be considered unsafe includes the following but not limited to: head, arm, thigh or hip pads containing sole leather, fiber, metal or any unyielding material, hard casts of any material and knee braces made of hard unyielding material and may be made safe by applying an appropriate amount of padding. The dangerous use of any equipment previously approved by the referee during the game may be cause for removal of the player from the game until the equipment is made safe. Players can receive approvals for equipment from the Referee Administrator; however, the match official must approve the safety of the equipment.
AWARDS
Teams will be awarded individual medals for first and second places. There will not be trophies.
ALTERNATE JERSEY
Each team is responsible for having an alternate jersey. If there is a color conflict, the home team (listed first on the schedule) will change. The referee has the authority to remedy the situation as he/she sees fit.
PARENT/SPECTATOR FIELD SEATING
Parents and spectators will sit on the same side as their team to create separation of opposing teams. Please observe the box painted on the field for teams and stay behind the painted lines to allow AR’s space.
ALCOHOLIC BEVERAGES AND SMOKING
Use of alcoholic beverages and smoking are prohibited on all fields.
ANIMALS
Pets are NOT ALLOWED at the soccer complex during play. Individuals bringing pets onto the fields will be asked to leave the facility. Certified Service Animals (not including emotional support pets) are always allowed under the Americans with disabilities Act.
BICYCLES
Bicycles create a hazard for players and spectators and therefore, must be left at the perimeter of the facility.
BANNERS
No team banners are allowed on any field at any of the complexes for safety reasons. No hanging on fences, or staked in the ground banners are allowed.
MEDICAL HELP
Contact the field marshal at your complex for directions and assistance to the nearest medical facility. Trainers and medical personnel will be available at each complex.
WEATHER: A refund will not be given due to inclement weather conditions, or any naturally occurring event that requires match cancellation.
